MSB error

When I type

msb Distro\Tiny.proj

As instructed in section 2.1 in the installation guide, I receive the following:

'msb' is not a command or has no manifest

I am running this on Windows 7, but it does the same thing on my Vista machine.  What am I missing here?  I assume that it is doing this because it cannot link the command "msb" with the MSBuilder program.  Am I looking at this right?

What am I doing wrong here and how can I resolve the issue?

Make sure that you have configured Singularity's the build environment. Did you read the 'Building and Running Singularity RDK 2.0.pdf' document?

Probably you have to run the 'configure.cmd' script, which will set your environment variables, so that msb will be resolved as msbuild.exe. After you configure your environment, restart your computer so that all settings are applied.
